Elektronische Kommunikation im Projekt Elektronische Zahlungssysteme (PEZ). Auswertung zum Diskussionsforum EZI-L und Dokumentation des Newsletters EZI-N
Zusammenfassung
Der vorliegende Bericht gehört in den Kontext des Projekts "Technikfolgenabschätzung zu Elektronischen Zahlungssystemen für digitale Produkte und Dienstleistungen im Internet" (PEZ), das im Auftrag des Bundesministeriums für Bildung, Wissenschaft, Forschung und Technologie (BMBF) vom Institut für Technikfolgenabschätzung und Systemanalyse (ITAS) durchgeführt wurde. In den zwei Teilen dieses Berichts geht es um die elektronischen Kommunikationsformen, die im Projektzusammenhang eingesetzt wurden.
Der erste Teil bietet eine Auswertung von Daten und Erfahrungen zu dem projektbegleitend eingerichteten elektronischen Diskussionsforum (EZI-L). Diese Analyse dient der Methodenreflexion, insofern dadurch die Leistungsfähigkeit eines solchen partizipativen Elements für TA-Projekte besser beurteilt werden kann. Wie gezeigt wird, liegt eine Stärke dieser Kommunikationsform bei der kooperativen Behandlung komplexer Sachfragen. Zugleich wird damit ein eigenständiger Beitrag zum Forschungsgebiet "computergestützter Kommunikation" (Computer Mediated Communication) geleistet.
Der zweite Teil des Berichts dokumentiert die 20 Ausgaben des zwischen dem 17.10.1997 und dem 18.9.1998 projektbegleitend herausgegebenen elektronischen Newsletters (EZI-N). Diese Dokumentation bietet einen noch überraschend aktuellen Spiegel der Aktivitäten und Diskussionen, die in diesem Zeitraum zum Komplex Internet-Handel und elektronische Zahlungssysteme stattfanden.
Computer Mediated Communication within a Research Project on Internet Payment Systems. Evaluation of the Electronic Discussion List EZI-L and Documentation of the Electronic Newsletter EZI-N
Summary
The present report is an outcome of a technology assessment carried out by the Institute for Technology Assessment and Systems Analysis on behalf of the German Federal Ministry of Education, Science, Research and Technology. While the results of the project Technikfolgenabschätzung zu Elektronischen Zahlungssystemen für digitale Produkte und Dienstleistungen im Internet (Technology Assessment of Internet Payment Systems for Digital Products and Services) were published in December 1998 (FZKA 6161), this report deals especially with the electronic forms of communication applied within the project. It consists of two parts.
The first part presents an analysis of data and experiences concerning the electronic discussion list (EZI-L) established and maintained as an activity of the project. The analysis helps to assess the functions and limits of this type of participation within TA-projects and thus serves methodological reflection. It can be shown that a strength of this form of communication lies in the discussion of complex fact oriented matters. At the same time the analysis is meant as a contribution to computer mediated communications research (CMC).
The second part documents the 20 issues of the electronic newsletter (EZI-N) which were published as a project activity between October 17, 1997 and September 18, 1998. The documentation reflects the activities and discussions on electronic commerce and electronic payment systems taking place during this period of time – being of interest even today.
